O Setor Confecções De Vestuário E Acessórios: Estratégias Competitivas

Abstract

O objetivo do artigo é apresentar algumas evidências empíricas do setor de confecções de vestuário e acessórios. Pretende-se analisar as estratégias utilizadas pelas empresas de Confecção do Brasil, para fazer frente às mudanças provocadas pela reestruturação produtiva após 1990. Os procedimentos metodológicos realizados envolveram a discussão das estratégias de produção, a utilização de novas tecnologias, a organização, o gerenciamento, a comercialização, as alianças, as parcerias e as associações entre as empresas de confecção e os potenciais resultados, assim como o levantamento de dados secundários da indústria e a análise dos dados da PINTEC (2005), divulgados em agosto de 2007. O processo foi alvo de intenso de debate entre os economistas e a análise do debate acerca das causas e das principais conseqüências da reestruturação produtiva e a qualificação dos trabalhadores permitiu identificar três correntes distintas: autores que afirmam estar a reestruturação produtiva gerando uma tendência de requalificação do trabalhador, autores que defendem estar ocorrendo uma desqualificação dos trabalhadores devido à reestruturação produtiva e autores que relativizam o processo de reestruturação produtiva. Conclui-se que há muito espaço para políticas públicas no setor e que uma das saídas ensaiadas que deve ser fortalecida são os arranjos produtivos locais.-------------------------------------------------The purpose of the article is to present some empirical evidence of the industry confecciones of clothing and accessories. The aim is to examine the strategies used by companies to Manufacture of Brazil, to cope with changes caused by restructuring production after 1990. The methodological procedures were held for the discussion of the strategies of production, the use of new technologies, organization, management, marketing, alliances, partnerships and associations between enterprises of manufacture and potential results, as well as the lifting of secondary industry data and analysis of data from PINTEC (2005), released in August 2007. The case was the subject of intense debate among economists and analysis of the debate about the causes and consequences of the restructuring of the main production and qualification of workers allowed identify three different currents: authors who claim to be productive restructuring generating a trend of the worker retraining, authors who claim to be experiencing a disqualification of workers due to restructuring productive and authors who relativizam the process of restructuring productive. It follows that there is much room for public policies in the industry and that one of the exits tested that should be strengthened are the local productive arrangements.
