Cadeia Produtiva Da Carne Bovina No Brasil: Um Estudo Dos Principais Fatores Que Influenciam As Exportações

Abstract

O trabalho analisa a cadeia produtiva da carne bovina (CPCB) no Brasil, sob o enfoque do comércio exterior, apresentando como base conceitual o estudo de cadeia produtiva no agronegócio e como método de coleta de dados secundários, o Mecasis. Tem, como objetivo, detectar os principais acontecimentos e transformações ocorridas, desde a década de 70, na CPCB brasileira e as principais barreiras comerciais e sanitárias, que influenciaram nas exportações dos produtos desta cadeia. A cadeia no país caracteriza-se por ser um sistema altamente heterogêneo, esse padrão heterogêneo suscita a existência de problemas de variadas ordens, mas são as questões sanitárias e a informalidade as que emergem como as mais urgentes e imprescindíveis de intervenção da política econômica e tecnológica, uma vez que interferem nos aspectos que envolvem o consumo interno e, sobretudo, no que se refere ao esforço exportador. É importante ressaltar que a existência de políticas protecionistas e as exigências técnicas e sanitárias dos países que integram o bloco dos grandes mercados consumidores, têm sido os dois principais entraves ao crescimento das exportações e à conquista de novos mercados. Mesmo com toda a representatividade no comércio internacional, a cadeia ainda precisa avançar e superar muitas barreiras para no futuro, consolidar sua produtividade, qualidade, eficiência e competitividade. Para isso tem que melhorar os aspectos de segurança sanitária e certificação de qualidade de origem (rastreabilidade) do rebanho, que podem colocar em risco todo o trabalho conquistado até o momento.----------------------------------------------This paper studies the beef production chain (BPC) in Brazil, under the focus of foreign trade. Its conceptual basis is the study of agribusiness production chain using Mecasis as the method of secondary data collection. Its goal is to detect the main events and changes occurred, since the 1970's in the Brazilian BPC, as well as the trade and sanitation barriers which influenced this chain's goods export. The BPC in Brazil is characterized by a highly heterogeneous system. Such a pattern provokes the existence of a number of different problems, but the ones related to sanitation and informality emerge as the most urgent. These two sectors must be addressed through economy and technology policies, because they interfere in aspects that involve domestic consumption and, above all, the export effort. It is important to highlight that the existence of protectionist policies and the technical and sanitation demands from countries belonging to the great consumer markets, has been one of the main hindrances to export growth and the conquest of new markets. Even with its important role in international trade, the chain still needs to advance and overcome many barriers for the future. It also needs to consolidate its capital and labor efficiency, quality and competitiveness. For such goals it has to increase the levels of sanitation security and livestock or herd traceability, which can jeopardize all the accomplishments up to now.
