O papel da Conab na execução de políticas públicas

Abstract

O presente artigo tem como objetivo apresentar quali e quantitativamente algumas políticas/programas agrícolas executadas pela Companhia Nacional de Abastecimento – Conab, no qüinqüênio 2003-2007. O principal foco do trabalho será as operações realizadas mediante o uso dos instrumentos da Política de Garantia de Preços Mínimos PGPM, do Programa de Aquisição da Agricultura Familiar e das ações de armazenamento a partir dos relatórios gerenciais elaborados pela Companhia. Os números relativos ao comportamento do mercado agrícola, bem como o papel desempenhado por esses instrumentos revelam a necessidade de reforçar um melhor apoio aos agricultores principalmente em face de crises econômicas. Para isso, as operações tradicionais de Aquisições do Governo Federal (AGF) e Vendas em Balcão permanecem em voga. A conclusão deste estudo é que a política agrícola deve abordar a sua ênfase na promoção da estabilidade do mercado, de modo a evitar ou minimizar o uso dos referidos instrumentos e, conseqüentemente, as despesas públicas.-------------------------------------------------------This paper analyses the agricultural policy and programs implemented by the National Company of Food Supply – Conab, in the period 2003-2007.The main focus is on the operations performed using the instruments of minimum price, agricultural family acquisitions and the storage management based on Conab reports.The figures on agricultural market behavior and the role played by those instruments in countervailing price slump reveal the need to reinforce them to better support farmers mainly in face of economic crises. Along with the same objective the traditional program of governmental purchases (AGF) are effectives and shall continue in use. A concluding remark of this study is that agricultural policy should address its emphasis in promoting market stability so as to avoid or minimize the use of the aforementioned instruments and, consequently, public expenditures as well.
