Rumo A Um Novo Pacto Social Na Agricultura: A Experiência Recente Dos Contratos Territoriais De Exploração Na França

Abstract

O artigo analisa a implementação dos contratos territoriais de exploração (CTE´s) na agricultura francesa. Esta modalidade de contrato foi criada em 1999, durante o Governo de Leonel Jospin, pelo Ato de Orientação Agrícola, com o objetivo de introduzir mudanças tanto no âmbito das políticas agrícolas quanto no plano das estratégias dos agricultores. Através dos CTE´s agricultores e administrações públicas conceberam um novo pacto social com suas implicações sobre o mundo rural e sobre o meio ambiente. Lamentavelmente, os CTE´s não receberam apoio suficiente do ponto de vista social e econômico e, portanto, não puderam resistir à oposição imposta pelo lobby das corporações agrárias francesas (Federação Nacional dos Produtores Agrícolas e Centro Nacional dos Jovens Agricultures).--------------------------------This article focuses on the implementation of the Territorial Farm Contracts (CTE´s) in French agriculture. During the Lionel Jospin’s government, this kind of contracts was created by the 1999 Agricultural Orientation Act in order to introduce changes in both the farming policy and individual strategies of farmers. Unfortunately, the CTEs did not receive sufficient social and economic support and could not resist the opposition from the French corporative agrarian lobby (FNSEA and CNJA).
