Rastreabilidade e Segurança do Alimento: Uma Investigação em um Contexto de Perigo Moral

Abstract

Investiga-se, com um modelo principal-agente, como a confiabilidade de um sistema de rastreabilidade afeta a segurança do alimento. A confiabilidade de um sistema de rastreabilidade capaz de preservar a identidade dos fornecedores de matéria-prima atreladas ao alimento e pagamentos contingentes constituem mecanismos de incentivos. Mostra-se que adotar rastreabilidade é condição necessária mas não suficiente para a maior segurança do alimento. Argumenta-se que a regulação via imposição de níveis mínimos de confiabilidade para os sistemas de rastreabilidade pode ser inócua. Já a elevação do valor das penalidades aplicadas em casos de crises de segurança do alimento promoveriam alimentos mais seguros.--------------This article investigates how the reliability of a traceability system can affect food safety using a principal-agent framework. Incentive mechanisms comprise the reliability of a traceability system capable of preserving the identities of raw material suppliers attached to food and contingent payments. Results show that the implementation of traceability systems is necessary but not sufficient condition for safer food. Moreover, imposing minimal levels of traceability reliability on food processors might be innocuous in terms of inducing safer food. Yet, an increased fine levied for food safety failures induces safer food.
