La nuova programmazione in Europa: strategie, dinamiche e rapporti con altre politiche

Abstract

This chapter explores the strategies which have been adopted in the Rural Development Plans by Eu Member States in 2007-2013 period. This analysis has been carried out on the basis of the financial allocation among axes and measures, from which the main priorities can be put in evidence across groups of Member States. The analysis does not only consider the RDPs, but also national policies. The idea is that is impossible to understand the rural development policies on the basis of the RDPs financial plans, but it seems necessary to take into consideration the relationships with other national and regional rural policies. Three types of relationships can emerge from this analysis: a) complentarity as synergies among policies; b) complentarity as division of labour; c) relations of substitution among policies.
