Von der Bundeshauptstadt Bonn zur wettbewerbsfähigen Bundesstadt Bonn

Abstract

Der Fall des 'Eisernen Vorhangs' führte in der Bundeshauptstadt Bonn zu erheblichen Konsequenzen: So wurde im Jahr 1991 vom Deutschen Bundestag mit knapper Mehrheit der Beschluss getroffen, den Sitz des Parlaments und Teile der Regierungsfunktionen nach Berlin zu verlagern. Dadurch wurde ein Prozess des strukturellen Wandels in Bonn und den Umlandkreisen ausgelöst. Dieser Beitrag klärt folgende Fragen: Sind die befürchteten Arbeitsplatz- und Einwohnerverluste eingetreten? Welche strukturellen Veränderungen haben stattgefunden und wie ist Bonn heute auf den zunehmenden Standortwettbewerb von Städten und Regionen vorbereitet? Die Fallstudie zeigt im Ergebnis, dass die beim Umzugsbeschluss vor etwa 20 Jahren befürchteten Arbeitsplatz- und Einwohnerverluste nicht eingetreten sind und auch ein Zurückfallen im Städtewettbewerb nicht festzustellen ist. Vielmehr befindet sich die Bundesstadt Bonn in einer wirtschaftlichen Situation mit erfolgversprechenden Zukunftsperspektiven. Wesentlich dazu beigetragen hat das '5-Säulen-Programm', das im Rahmen des Berlin/Bonn-Gesetzes zwischen den Jahren 1994 und 2004 umgesetzt worden ist.
