Abstract

The capacity to generate and implement advances in technology or information technology — and even better in both — is increasingly regarded as the single most important force driving economic growth. This is true on a macro global scale (large competing economies) as well as at a ‘meso’ level, i.e. the level of a territorial system of production and innovation (TSPI).1
