Abstract

Se pretende analizar el proceso de elaboración de políticas (PEP) en diferentes períodos desde 1980, destacando tres escenarios distintos. Estos escenarios están relacionados no solo con el tipo de régimen formal sino con otras variables políticas, incluyendo los resultados electorales, la naturaleza del sistema de partidos, las ambiciones y preferencias de líderes específicos, y las circunstancias excepcionales generadas por la crisis.
