Abstract

A paper by Kuhlmann, in List Forum, Band 30, 2004, Heft 1, pp 49-68 is commented. Some most obvious errors are corrected. Three different problems of the electricity industry are identified. These are the management of transmission and distribution networks, the incentives to build sufficient generation capacity in time and the whole market design for a liberalised electricity sector. Contrary to Kuhlmann's suggestions we cannot see a simple solution to any of these three topics. Especially the European conditions require a careful look at all mistakes already made elsewhere in order to prevent duplication. (Original text only available in german language)
