Abstract

El objetivo de la investigación fue conocer el funcionamiento de las Unidades de Gestión Educativa Local (UGEL) y ubicar los principales obstáculos que estas enfrentan para asumir una adecuada gestión de la educación en sus jurisdicciones. El supuesto fundamental de la misma es que los niveles intermedios tienen directa incidencia sobre lo que ocurre en las instituciones educativas; no solo porque son transmisores y ejecutores de las políticas centralizadas del Estado, sino porque se trata de instancias desconcentradas desde donde —de una forma u otra— se definen y se moldean las decisiones que conciernen a la calidad y la equidad educativa.
