Algunas reflexiones sobre la planificación estratégica en la universidad: el caso de la Universitat Autònoma de Barcelona (1998-2010)

Abstract

En las últimas décadas las universidades europeas han estado sometidas a cambios profundos que han afectado a su misión y financiación como a su rendición de cuentas. Ello ha comportado un cambio en su estrategia y gobierno, así como la necesaria adaptación de sus estructuras internas y la introducción de nuevos métodos de dirección y gestión, incorporando, entre otros, los conceptos y procedimientos de la dirección estratégica. Los factores desencadenantes de este cambio han sido diversos. A finales de los años 90, la Generalitat de Catalunya introdujo una nueva forma de financiación de las universidades catalanas basada en indicadores de actividad y en contratos programa tendentes a la consecución de determinados objetivos. Esta nueva modalidad de asignación de recursos se basa fundamentalmente en la evaluación y seguimiento de resultados. La introducción de estas nuevas fórmulas de financiación obligó a las universidades catalanas a adoptar nuevos modelos de dirección y gestión con la finalidad de orientar la acción de todos los segmentos de la organización hacia la fijación y consecución de unos objetivos comunes. En este trabajo presentamos las enseñanzas y las perspectivas de futuro que se abren después de implantar durante más de una década un modelo de dirección por objetivos y un sistema de control en la Universitat Autònoma de Barcelona, destacando sus implicaciones en la cultura organizativa de la institución, en su estrategia y en el estilo de gestión de la entidad, lo que nos permite afirmar que la introducción de un sistema de subvención basado en la medida de la actividad no sólo ha servido para mejorar el control del gobierno sobre las universidades, sino para introducir una nueva cultura de gestión dentro del sistema universitario y consolidar la planificación estratégica en los centros universitarios.
