FIW Policy Brief Nr. 25: Die Wettbewerbsfähigkeit der österreichischen Exportwirtschaft: Die Rolle der KMUs

Abstract

Für Österreich als kleine offene Volkswirtschaft ist die internationale Wettbewerbsfähigkeit seiner Unternehmen für den wirtschaftlichen Wohlstand entscheidend. Darüber hinaus prägen kleine und mittelständische Unternehmen (KMUs) die Struktur der heimischen Wirtschaft. Somit sind sie wesentlich für die zukünftige wirtschaftliche Entwicklung Österreichs und die Schaffung und Sicherung von nachhaltigen Arbeitsplätzen verantwortlich. Dieser Beitrag beschreibt die Exporttätigkeit der österreichischen KMUs im Jahr 2010 im EU-Vergleich und unterscheidet hierbei zwischen unterschiedlichen Wirtschaftsbranchen. Darüber hinaus wird die Frage aufgeworfen, ob KMUs in ihrem Exportverhalten möglicherweise durch Marktversagen beeinträchtigt werden, was wiederum wirtschaftspolitische Eingriffe wie Förderungen und Subventionen rechtfertigen könnte. Anhand aktueller ökonomischer Literatur kann gezeigt werden, dass produktivere Unternehmen weniger in ihren Exportambitionen behindert sind. Wirtschaftspolitische Maßnahmen, die Forschung- und Entwicklungstätigkeiten (F&E) fördern, können hierzu einen wesentlichen Beitrag leisten. Insgesamt sollten wirtschaftspolitische Maßnahmen allerdings an die konkreten Marktsituationen sowie die wirtschaftliche Aktivität angepasst werden, um erfolgsversprechend zu sein.
