Auswirkungen der Liberalisierung des österreichischen Arbeitsmarktes für die Arbeitskräfte aus den neuen EU-Ländern auf die Regionen Österreichs

Abstract

Die Arbeitskräftezuwanderung aus den neuen EU-Ländern seit der Liberalisierung des Arbeitsmarktes mit 1. Mai 2011 war zum einen durch eine starke Konzentration auf einzelne Regionen geprägt, zum anderen durch eine Konzentrationen auf einzelne Branchen innerhalb der Regionen. Wesentliche Faktoren waren dabei die sektorale Spezialisierung (und hier insbesondere die Bedeutung des Wintertourismus in der jeweiligen Region) und die Grenznähe. In den grenznahen Gebieten der Ostregion war bereits kurz nach der Gewährung der Freizügigkeit eine Zunahme der Zuwanderung zu verzeichnen, die sich auf das Bauwesen und die Arbeitskräfteüberlassung konzentrierte; im Jahresverlauf flachte diese Arbeitskräftezuwanderung aber ab. In den westlichen Tourismusregionen erhöhte sich die Zuwanderung erst ab Dezember und war stark auf den Tourismus konzentriert.
