Effizienz der Ausgabenstrukturen des öffentlichen Sektors in Österreich

Abstract

Die Identifikation von Effizienz- und Umstrukturierungspotentialen im Bereich der öffentlichen Ausgaben zur Rückgewinnung finanzieller Handlungsspielräume ist ein entscheidender Erfolgsfaktor einer zukunftsorientierten Finanzpolitik. Die Untersuchung zeigt, dass Österreich in den Schlüsselbereichen Bildung und Forschung mit leicht überdurchschnittlichem Aufwand eine nur mittlere Performance erzielt. Auf der Basis von internationalen Benchmarking-Analysen lassen sich rechnerisch in der Hoheitsverwaltung und im Förderungswesen erhebliche Effizienzreserven ableiten. Die praktisch realisierbaren Potentiale sind allerdings nur in tiefergehenden Studien zu ermitteln. Zur dauerhaften Hebung von Effizienzreserven und zur Forcierung von Budgetumschichtungen müssen die institutionellen Rahmenbedingungen des gesamten Verwaltungshandelns in den jeweiligen Politikfeldern überprüft werden.
