Teilstudie 14: Aktive Arbeitsmarktpolitik

Abstract

Ansätze der aktiven Arbeitsmarktpolitik operieren direkt auf dem Arbeitsmarkt und wenden sich an Personen mit Beschäftigungsproblemen. Sie sollen das Matching auf dem Arbeitsmarkt verbessern und einen Ausgleich der Arbeitslosigkeitslasten zwischen den Bevölkerungsgruppen herbeiführen. Ausgehend von einem Überblick zur Arbeitsmarktentwicklung werden in dieser Teilstudie die Instrumente der Arbeitsmarktförderung und ihre Wirksamkeit laut internationaler Evaluierungsliteratur und österreichischen Befunden skizziert sowie die Entwicklung des österreichsichen Arbeitsmarktbudgets dargestellt. Die Studie zeigt allgemeine Ansatzpunkte für Interventionen auf. Ein wesentliches Merkmal wirksamer Fördermaßnahmen ist ihr zielgruppenadäquater Einsatz. Aus diesem Grund wird auf mögliche Interventionsansätze für einzelne Personengruppen etwas näher eingegangen.
