Abstract

Die Studie untersucht, ob und über welche Regelungen der österreichische Finanzausgleich auf die ökonomische, soziale und ökologische Nachhaltigkeit Einfluss nimmt und welchen Beitrag er zur Nachhaltigkeit der räumlichen Siedlungsentwicklung leistet. Demnach bestehen keine substanziellen Defizite der bestehenden föderalen Struktur (Verteilung umweltrelevanter Besteuerungsrechte und Aufgaben bzw. Ausgaben sowie Transferbeziehungen). Künftige Reformen des Finanzausgleichs sollten allerdings aus Sicht der Nachhaltigkeit die Komplementarität von Stadt und Umland stärker berücksichtigen und insbesondere kleine zentrale Orte als regionale Impulszentren im ländlichen Raum stärker unterstützen.
