Abstract

Wesentliche Faktoren der historisch guten Wachstumsperformance stehen Österreich nicht mehr zur Verfügung. Das besondere Aufholpotential durch die Übernahme fremder Technologien hat sich im Zuge der erfolgreichen Entwicklung erschöpft. Europäische Integration und Budgetkonsolidierung beschränken den nationalen Spielraum in der Makropolitik. Eine aktive Industrie- und Strukturpolitik sollte dem entgegenwirken und bisher ungenutzte Wachstumspotentiale freisetzen. Sie sollte sich an drei strategischen Zielen orientieren: 1. Zuwachs produktiver Ressourcen durch Lernen und Kapitalinvestitionen, 2. Neuerung durch Innovation und Unternehmertum, 3. effektive Steuerung durch fairen Wettbewerb.
