Die Ethik des Value of a Statistical Life. Die Rolle individueller Risikokompetenz fuer die Legitimitaet des VSL

    Abstract

    Der Value of a Statistical Life (VSL) stellt ein Konzept zur monetaeren Bewertung von Todesrisiken wie etwa der Feinstaubkonzentration im Rahmen von wohlfahrtsoekonomischen Kosten-Nutzen-Analysen dar. Die mikrooekonomischen, methodologischen, erkenntnistheoretischen und normativen Fragen, die sich in diesem Zusammenhang stellen, werden zusammengetragen und gebuendelt. Zum einen stellt sich so die Frage der gerechten Verteilung von Risiken, zum anderen ist zu diskutieren, ob – wie beim VSL vorgesehen – (private) Praeferenzen zur Bewertung von Risiken herangezogen werden koennen und duerfen. Zur Beantwortung diese Fragen wird der Begriff des 'individuellen Risikos' eingefuehrt. Sodann wird eine ethische Perspektive auf das Phaenomen 'individuelles Risiko' vorgeschlagen (die Risikoethik der Selbstbestimmtheit). Individuelle Risikokompetenz beschreibt dann die Faehigkeit der Menschen, selbstbestimmt mit ihrem individuellen Risiko umzugehen. Individuelle Risikokompetenz wird als Bedingung fuer die Legitimitaet des VSL-Konzepts vorgeschlagen. Eingeloest werden kann dieser Anspruch durch den Einsatz einer risikoethischen Checkliste bei der Ermittlung des VSL in Kombination mit einer Begleitung des VSL-Konzepts durch den Einsatz von Planungszellen als einem Instrument politischer Partizipation. Anhand des Beispiels 'Feinstaubbelastung in Santiago de Chile' wird die Argumentation illustriert.
