Qué se puede hacer con el Perú: ideas para sostener el crecimiento a largo plazo

Abstract

Transcurridas más de dos décadas desde la implementación de las reformas estructurales, el Perú es considerado, con justicia, un referente de fortaleza macroeconómica. Pero el desempeño es desigual. Existen importantes rezagos en empleo, productividad y distribución (de ingresos, accesos y oportunidades). Estos indicadores, normalmente llamados los "pilares del bienestar", son los que más afectan la calidad d vida de los ciudadanos. Los autores encuentran que sin cambios sustanciales al modelo el desarrollo económico será seguramente esquivo. Sin embargo, existe un margen para la política económica. Muchos de los problemas del Perú reflejan fallas en el proceso político. Estas deben ser combatidas con liderazgo del Estado y creando burocracia técnicas y especializadas en áreas como educación, desarrollo rural y lucha contra actividades delictivas. Los autores también sugieren ideas para diversificar la economía y generar nuevas ventajas comparativas. Todo esto permitiría iniciar un círculo virtuoso de mejores políticas económicas y fortalecimiento institucional, como ocurrió en la macroeconomía.
