Reinserción laboral adecuada: dificultades e implicancias de política

Abstract

Pasar por un período de desempleo o inactividad forzosa puede ser una experiencia traumática para cualquier trabajador. Sin embargo, puede que las consecuencias negativas del episodio de desempleo o inactividad no terminen con la obtención de un nuevo empleo. Este estudio encuentra que el nuevo puesto de trabajo reporta, en la mayoría de casos, remuneraciones reales más bajas y una cantidad de beneficios laborales menor que los que ostentaba el trabajo anterior. Ninguno de los mecanismos más reconocidos de protección social del Estado, tales como la CTS o el programa ATU Construyendo Perú, está coadyuvando efectivamente a una mejor reinserción laboral, por lo que se necesitaría un urgente fortalecimiento de los mismos. El estudio discute lineamientos necesarios en este sentido.
