Los niños no visibles para el estado

Abstract

La necesidad de llamar la atención sobre aquellos niños y niñas que sufren de marginación motivó al autor a explayarse en la problemática de los niños no visibles para el Estado. La solución del problema requiere de una gran variedad de acciones. En primer lugar, identificar con claridad quiénes y dónde están los más excluidos. En segundo lugar, invertir en las instituciones para que mejoren sus intervenciones. Por último, la política de “apagar incendios” ha llevado a desestimar el monitoreo de políticas y programas. En el libro son abordados, entre otros, los siguientes temas: los niños con discapacidad, los niños y el VIH/sida, las secuelas de la violencia armada, el trabajo infantil, y la situación de las madres adolescentes.
