Abstract
Die deutsche Finanzpolitik steckt seit Jahren in einer tiefen Krise. Trotz hartnaeckiger Sparpolitik wird Deutschland 2005 zum vierten Mal in Folge die Defizitobergrenze des europaeischen Stabilitaets- und Wachstumspaktes ueberschreiten. Der Versuch, in der Konjunkturkrise die Haushalte zu konsolidieren, ist offensichtlich gescheitert und hat mit zur laengsten Stagnation in der deutschen Nachkriegsgeschichte beigetragen. Aehnlich sieht es in der Europaeischen Waehrungsunion insgesamt aus. Mittlerweile drohen sechs der zwoelf Teilnehmerlaender die Defizitobergrenze zu ueberschreiten. Damit ist die Finanzpolitik in Europa wieder Gegenstand einer breiteren oeffentlichen Diskussion. Wie und unter welchen Bedingungen wirkt Fiskalpolitik eigentlich genau? Welche Rolle sollte die Finanzpolitik im Zusammenspiel mit der Geld- und der Lohnpolitik spielen? Wie kann eine Haushaltskonsolidierung moeglichst unschaedlich fuer Wachstum und Beschaeftigung durchgefuehrt werden? Welche Alternativen zum Stabilitaets- und Wachstumspakt gibt es? Begrenzt der Steuerwettbewerb die Handlungsfaehigkeit der Finanzpolitik? Wie ist die konkrete deutsche Steuer- und Finanzpolitik zu beurteilen? Welche Alternativen gibt es? Diese und weitere Fragen stehen im Mittelpunkt des vorliegenden Sammelbandes, der die Finanzpolitik der juengeren Vergangenheit in Deutschland und Europa gleichermaßen einer konstruktiven Kritik unterzieht sowie Vorschlaege fuer finanzpolitische Alternativen vorlegt.Download Info
