Abstract

Este libro es el resultado de un proyecto de investigación otorgado por la Agencia Española de Cooperación Internacional (AECI) en su convocatoria para 2007. A su Presidenta, Dª LEYRE PAJÍN, y a todo el personal de la misma, queremos manifestar públicamente nuestro agradecimiento por una ayuda que nos ha permitido continuar una labor iniciada hace bastante tiempo en las relaciones entre el grupo de investigación que dirijo, AGUDEMA (Agua, Derecho y Medio Ambiente, grupo consolidado de investigación reconocido por el Gobierno de Aragón en 2002) y la prestigiosa Universidad del Externado de Colombia. Esas relaciones, que se desenvolvieron en el marco de recíprocas visitas de profesores, asistencia de algún profesor colombiano a nuestro Programa de Doctorado sobre Propiedades Públicas y medio ambiente y una acción integrada de cooperación en 2004 también otorgada por la AECI, han alcanzado ahora un nivel mayor de intensidad en lógica coherencia con las mayores posibilidades de actuación que supone un proyecto de investigación.
