Abstract

Las modificaciones a la ley de contratación, en los últimos meses, en un proceso de inseguridad jurídica, que ha impactado en la contratación pública colombiana, han sido objeto de dos reglamentaciones: los decretos 066 de enero de 2008, y 2474 de julio del mismo año, derogatorio del anterior. Bajo estas circunstancias el Departamento de Derecho Administrativo de la Universidad Externado de Colombia ha considerado necesario elaborar una compilación normativa de las principales disposiciones actualmente vigentes para ser suministrada a los estudiantes de los diferentes cursos, al igual que a los participantes de los seminarios de actualización que se desarrollan por todo el territorio nacional. Nuestra pretensión no es mayor a la simplemente informativa, del material legal y reglamentario vigente.
