Abstract

La toma de decisiones sobre la asignación de recursos públicos debe estar basada cada vez más sobre el conocimiento, por lo cual las iniciativas de intervención deben ser evaluadas de manera rigurosa. Es importante fortalecer las capacidades institucionales del sector público para la provisión efectiva de servicios de infraestructura (mejoras regulatorias, instancias de planificación de inversiones para el mediano y largo plazo, y órganos altamente capacitados para la contratación con el sector privado).
