Distribución de capacidades en el Cono Sur -Neorealismo y el conflicto del Beagle entre Argentina y Chile- (1976-1980)

Abstract

Una de las explicaciones porque el conflicto del Beagle no se terminó en un conflicto armado es la que explora la Licenciada Melidoni en este trabajo. Al aplicar de forma correcta y efectiva el análisis teórico del balance ofensivo defensivo para demostrar que causas estructurales influyeron de forma manifiesta en las tensiones entre ambos países y que la posibilidad de emplear los desbalances existentes condujeron a que se consideraran las acciones militares y el entorno de seguridad se desmejorara a medida que cada uno de los actores incorporaba nuevas capacidades para responder a las percepciones de conductas agresivas de uno u otro agente del sistema internacional. La existencia de una polaridad propia con su propia dinámica en el caso de Argentina y Chile llevo a que el entorno de seguridad fue inestable aunque lo suficientemente equilibrado como para que las hostilidades no emergieran aún cuando se produjeron hechos de escalada entre los gobiernos de Videla y Pinochet. Sabrina Melidoni no solo hace una relectura de la historia desde la óptica de la más importante teoría de las RRII, sino que además demuestra de forma manifiesta la utilidad de la escuela como herramienta de comprensión del mundo y con ella su talento como joven profesional de la disciplina de las Relaciones Internacionales
