Abstract

Gegenstand der vorliegenden Untersuchung ist eine Zwischenbewertung der Maßnahmen, die von den Europäischen Strukturfonds in der ersten Hälfte der GFK-Programmperiode von 1994 bis 1996 in den neuen Bundesländern gefördert worden sind. Zum ersten Untersuchungsteil gehören eine Analyse der Ausgangslage und der Entwicklungsperspektiven im deutschen Ziel-1-Gebiet. Der zweite Teil gibt einen Überblick zu den förderpolitischen Zielsetzungen und Strategien der Europäischen Strukturfonds und zur Umsetzung des gemeinschaftlichen Förderkonzepts bis 1996. Es folgen Ausführungen zur Effizienz und Effektivität des Mitteleinsatzes der Europäischen Strukturfonds in den Neuen Bundesländern und in Berlin-Ost. Abschließend werden die Ergebnisse der Bewertungsanalyse zu Empfehlungen für die weitere Gestaltung des Einsatzes der Europäischen Strukturfonds in den neuen Bundesländern verdichtet.
