Bund und Länder haben sich über eine Reform des Länderfinanzausgleichs verständigt Welche Veränderungen haben sich auf den verschiedenen Stufen des Ausgleichssystems ergeben? Wie hoch sind die Anreiz- und Belastungswirkungen?
