Probleme der Staatsverschuldung in den neuen Ländern

Abstract

Die Finanzpolitik der neuen Länder befindet sich derzeit in einer schwierigen Situation. Einerseits sind alle Länder aufgrund nicht tragfähiger Primärdefizite zu einer restriktiven Haushaltspolitik gezwungen, andererseits kann gerade diese zu weiteren Verwerfungen im stockenden Aufholprozeß der neuen Länder führen und so die Haushaltsprobleme weiter verschärfen. Können sich die neuen Länder aus eigener Kraft aus diesem Dilemma befreien oder sind sie weiterhin auf die Solidarität der westdeutschen Länder und des Bundes angewiesen?
