Abstract

Die Verfassungsklage zum Länderfinanzausgleich von Bayern und Baden-Württemberg basiert auf einem Reformmodell, das allokativen Überlegungen Priorität einräumt. Welche Zielsetzung lag dem heute gültigen Länderfinanzausgleich zugrunde? Welche Folgen hätte das Reformmodell für die Finanzlage der neuen Länder?
