Verteilungswirkungen von Steuern und Sozialbeiträgen 2015

Abstract

In Österreich ist die Belastung der privaten Haushalte mit Steuern und Sozialbeiträgen hoch. Die Abgabenquote der Haushalte mit Einkommen überwiegend aus Erwerbstätigkeit liegt mit durchschnittlich 37,3% über jener aller Haushalte mit 34,3%. Die Abgabenbelastung variiert abhängig von Höhe und Struktur der Einkommen: Haushalte im unteren Drittel der Einkommensverteilung wandten 2015 13,4% ihres Bruttogesamteinkommens für indirekte und 12,2% für direkte Abgaben auf (insgesamt 25,6% des Einkommens), für Haushalte im oberen Einkommensdrittel betrugen diese Anteile 6,8% und 30,8% (insgesamt 37,6%). Bezogen auf alle Haushalte weist das Abgabensystem eine progressive Wirkung auf.
