Wettbewerbsfähigkeit: vom "gefährlichen" Schlagwort zum Zukunftskompass. Die ökonomische Forschung und der Beitrag des WIFO

Abstract

Wettbewerbsfähigkeit ist ein wichtiges Ziel für Wirtschaftspolitik wie Unternehmen. Sie wird allerdings sehr unterschiedlich definiert, womit auch die wirtschaftspolitischen Schlussfolgerungen oft gegensätzlich sind. Der vorliegende Beitrag zeigt den Weg von einer rein kostenorientierten Sicht zu einer Definition, die sich an den wirtschaftlichen und gesellschaftlichen Zielen orientiert. Diese Definition ermöglicht die konsequente Verfolgung einer High-Road-Strategie: Sie nutzt Innovationen, Skills und Ambitionen, um damit hohe Einkommen, sozialen Zusammenhalt und ökologische Exzellenz zu erreichen. Anhand dieses Konzeptes ist die Wettbewerbsfähigkeit der europäischen Länder nach breiteren Wohlfahrtsindikatoren stärker als gemessen am Pro-Kopf-Einkommen. Keines der erfolgreicheren europäischen Länder verfolgt eine kostenorientierte Low-Road-Strategie.
