Wirtschaftswachstum weiterhin verhalten, Arbeitslosigkeit bleibt hoch. Mittelfristige Prognose der österreichischen Wirtschaft bis 2019

Abstract

Nach dem neuerlichen Abschwung 2014 expandiert die heimische Wirtschaft mittelfristig sehr mäßig (2015/2019 +1,3% p. a.). Insbesondere wachsen der Konsum und die Investitionen verhalten; der Außenbeitrag zum Wirtschaftswachstum entwickelt sich schwach. Die leichte Expansion ermöglicht zwar eine Ausweitung der Beschäftigung (2015/2019 +0,8% p. a.), diese reicht aber nicht aus, um einen weiteren Anstieg der Arbeitslosigkeit zu verhindern, da das Arbeitskräfteangebot aus dem Inland wie dem Ausland etwas stärker zunimmt. Die Arbeitslosenquote dürfte 2017/18 einen Höchstwert von 9,4% (gemäß AMS-Definition) erreichen und bis zum Ende des Prognosezeitraumes nur leicht zurückgehen. Der Inflationsdruck bleibt mittelfristig gering, die Inflationsrate wird durchschnittlich 1,6% betragen. Ein ausgeglichener Staatshaushalt (sowohl strukturell als auch nach Maastricht-Definition) wird aufgrund des prognostizierten Konjunkturverlaufes und der angenommenen wirtschaftspolitischen Rahmenbedingungen erst zum Ende des Prognosezeitraumes nicht erzielt.
