Mäßiges Wirtschaftswachstum mit hoher Arbeitslosigkeit. Mittelfristige Prognose der österreichischen Wirtschaft bis 2020

Abstract

Nach der flauen Entwicklung 2012/2015 (+0,5% p. a.) expandiert die heimische Wirtschaft mittelfristig mäßig (2016/2020 +1,5% p. a.). Insbesondere wachsen die Investitionen verhalten, und der Außenbeitrag trägt zum Wirtschaftswachstum weniger bei als vor der Finanzmarkt- und Wirtschaftskrise. Der private Konsum erhält durch den Anstieg der verfügbaren Einkommen infolge der Steuerreform einen positiven Impuls und dürfte im Prognosezeitraum um 1,3% p. a. wachsen (2011/2015 +0,5% p. a.). Die leichte Expansion ermöglicht zwar eine Ausweitung der Beschäftigung (2016/2020 +1% p. a.), diese reicht aber nicht aus, um einen weiteren Anstieg der Arbeitslosigkeit bis 2018 zu verhindern, da das Arbeitskräfteangebot aus dem Inland und vor allem aus dem Ausland insgesamt stärker zunimmt. Die Arbeitslosenquote dürfte 2017/18 einen Höchstwert von 9,9% (gemäß AMS-Definition) erreichen und bis zum Ende des Prognosezeitraumes auf 9,4% zurückgehen. Der Inflationsdruck bleibt mittelfristig gering, das Inflationsdifferential zum Euro-Raum sollte sich merklich verringern. Die Inflationsrate wird durchschnittlich 1,8% betragen. Ein ausgeglichener Staatshaushalt (sowohl strukturell als auch nach Maastricht-Definition) wird aufgrund des prognostizierten Konjunkturverlaufes und der angenommenen wirtschaftspolitischen Rahmenbedingungen erst zum Ende des Prognosezeitraumes erwartet.
