Abstract

Mit den Fortschritten in der Umsetzung einer gemeinsamen Bankenaufsicht (Single Supervisory Mechanism – SSM) und der Festlegung über einen künftigen Ablauf bei der Abwicklung von in Not geratenen Banken (Single Resolution Mechanism – SRM) ist die EU der Bankenunion bedeutend näher gekommen. Spanien und Irland haben keinen weiteren Finanzbedarf aus den Hilfsprogrammen der EU; dies und eine bessere Bewertung Griechenlands durch Ratingagenturen sind erste Anzeichen der erfolgreichen Krisenbewältigung. Der Kongress der USA kann sich nicht über ein Notbudget einigen; die Folge ist ein über 2 Wochen dauernder "Government Shut-down". In der Ukraine lösen der Anti-EU-Kurs der Regierung und die wirtschaftliche Zuwendung zu Russland Unruhen aus. – Der Konsolidierungsbedarf der öffentlichen Haushalte beträgt in Österreich 18,44 Mrd. €; zusätzlich könnten 5,8 Mrd. € für die in Not geratenen Banken benötigt werden. Der Fiskalrat warnt, dass der bisherige Konsolidierungserfolg für die Erfüllung des mittelfristigen Budgetzieles nicht ausreichen wird. Die neue Bundesregierung hält am Ziel eines nahezu ausgeglichenen Haushaltes bis 2016 fest. Maßnahmen des Koalitionsabkommens werden nur umgesetzt, sofern eine Bedeckung durch das Budget des zuständigen Ressorts zur Verfügung steht. Die Multiband-Auktion erbringt für die öffentlichen Haushalte Einnahmen von über 2 Mrd. €.
