Wettbewerbspolitik in Österreich unter neuen Rahmenbedingungen. Zwischenbilanz und Ausblick

Abstract

Am 1. Juli 2002 trat in Österreich ein neues Wettbewerbsregime in Kraft. Eine Zwischenbilanz nach einem Jahr fällt höchst widersprüchlich aus: Zwar haben sich die institutionellen Rahmenbedingungen durch die Reform grundsätzlich verbessert; nach wie vor bestehen jedoch gravierende Defizite hinsichtlich der inhaltlichen, methodischen und strategischen Ausrichtung der österreichischen Wettbewerbspolitik. Der positive Beitrag der Wettbewerbspolitik zu Wirtschaftswachstum und Innovationsaktivitäten wird in Österreich von den wirtschaftspolitischen Verantwortungsträgern grundsätzlich unterschätzt; das ist auch auf die historisch wenig ausgeprägte Wettbewerbskultur in Österreich zurückzuführen. Besonders schwer wiegt deshalb, dass Wettbewerbspolitik in Österreich noch immer überwiegend "unter Ausschluss der Öffentlichkeit" vollzogen wird. Dies macht eine effektive "competition advocacy" nahezu unmöglich.
