Die Reform der Gemeinsamen Agrarpolitik der EU. Wichtige Konsequenzen für Österreichs Landwirtschaft

Abstract

Im Jänner 2003 legte die EU-Kommission Vorschläge zur Reform der Gemeinsamen Agrarpolitik vor. Insbesondere sollen durch eine Entkopplung von Direktbeihilfen von der Produktion und die Senkung von Interventionspreisen die Wettbewerbsfähigkeit des Agrarsektors gestärkt und das Einkommen der Landwirte stabilisiert werden. Gemäß einer Modellsimulation der Auswirkungen dieser Reform können die angestrebten Ziele auch in Österreich erreicht werden. Zu den Konsequenzen zählt, dass die Produktion, vor allem von Rindfleisch, zurückgeht und der Strukturwandel beschleunigt wird. Verschiedene Varianten der Teilentkopplung von Direktbeihilfen von der Produktion schwächen diesen Effekt ab.
