Abstract

Die Forschungsquote ist in Österreich in den letzten Jahren gestiegen und liegt mit 1,96% des BIP knapp über dem EU-Durchschnitt. Sie ist damit allerdings gemessen an der Wirtschaftskraft des Landes zu niedrig. In den nächsten Jahren sind besondere Anstrengungen erforderlich, um international vereinbarte Ziele (Barcelona-Ziel der EU: Steigerung der Forschungs- und Entwicklungsquote auf 3% bis 2010) und den von der Bundesregierung selbst gesetzten Zwischenschritt (Steigerung auf 2,5% bis 2005) zu erreichen. Abgesehen vom erhöhten Finanzierungsbedarf für die öffentliche Hand und den privaten Unternehmenssektor können Engpässe bezüglich des verfügbaren Forschungspersonals die Umsetzung behindern. Erste wichtige Reformschritte wurden bereits gesetzt: Seit 2001 wurde die öffentliche Forschungsfinanzierung durch Sondermittel für Forschung und technologische Entwicklung maßgeblich ausgeweitet. Zudem bewirkten institutionelle und organisatorische Neuerungen eine Verbesserung der technologiepolitischen Strategieentwicklung.
