Die Zukunft der Wirtschaftsförderung in Österreich. Der Reformbedarf des Systems aufgrund geänderter Rahmenbedingungen

Abstract

Die Voraussetzungen und Tätigkeitsfelder für Wirtschaftspolitik und Wirtschaftsförderung haben sich durch einen grundlegenden Wandel der Rahmenbedingungen entscheidend geändert. Der Gesamtbarwert der unternehmensbezogenen Wirtschaftsförderung des Bundes ging im Zeitraum 1993 bis 1996 um 35,5% zurück; im wesentlichen war dies auf die Budgetrestriktionen des Bundes und die wettbewerbsrechtlichen Vorgaben der EU zurückzuführen. Auf eine grundlegende Neugestaltung der österreichischen Wirtschaftsförderung anläßlich des EU-Beitritts wurde verzichtet und lediglich partiell die erforderlichen Anpassungen an das neue Umfeld vorgenommen. Eine umfassende Struktur- und Organisationsreform mit der Festlegung von Förderungsschwerpunkten könnte beachtliche Effizienzreserven mobilisieren. Die "intelligente" Wirtschaftsförderung der Zukunft wird zu einem wesentlichen Teil in Struktur- und Standortförderung bestehen, die traditionelle Unternehmensförderung wird in den Hintergrund treten. Zusätzliche Dynamik erhält die Diskussion um eine Neugestaltung der österreichischen Förderungslandschaft durch die Reformdiskussion auf europäischer Ebene vor dem Hintergrund der Osterweiterung der EU. Eine Umsetzung der Vorschläge der Agenda 2000 würde Österreich im Zeitraum 2000 bis 2006 mit einem Verlust an EU-Fördermitteln von 4,81 Mrd. S (350 Mill. ECU) belasten.
