Verteilungswirkungen familienpolitisch motivierter Maßnahmen in Österreich

Abstract

In der österreichischen Familienpolitik dominiert das horizontale Verteilungsprinzip. Dennoch wird auch ein beträchtlicher vertikaler Umverteilungseffekt erzielt und die Familienarmut wesentlich reduziert. 40% der Familienleistungen fließen in das untere Drittel einer nach dem gewichteten Pro-Kopf-Nettoeinkommen geschichteten Einkommenshierarchie, 34% ins mittlere und 26% ins obere Drittel. Dadurch wird die Zahl der armutsgefährdeten Kinder um rund 90.000 auf 110.000 verringert. Die "Sparpakete" 1995 und 1996 brachten aufgrund der kumulierten Wirkungen der Kürzung familiärer und außerfamiliärer Transfers für Familien zum Teil erhebliche Belastungen.
