Außenhandel der EU. Neues Bezugssystem für Österreichs Außenwirtschaft

Abstract

Die Außenwirtschaft der EU ist für Österreich seit dem Beitritt ein neuer Bezugsrahmen. Obwohl Österreich zu den kleineren Ländern zählt, die meist stark außenhandelsorientiert sind, lag die Relation der Exporte zum BIP 1994 mit 22,7% nur knapp über dem EU-Durchschnitt. Die Drittland-Exporte der EU 15 entsprachen 1994 8,4% des BIP, etwa so viel wie in Japan und den USA. Drei Viertel der österreichischen Intra-Importe entfallen auf jene 7 EU-Länder, die als wahrscheinliche Teilnehmer an der WWU gelten. In Frankreich und Deutschland beträgt dieser Anteil nur etwa die Hälfte. Die wichtigsten Handelspartner im Extra-Handel der EU liegen in Übersee, jene Österreichs hingegen in Europa (außerhalb der EU). Eine stärkere Einbindung Österreichs in die europäische Unternehmenskooperation sowie die Nutzung der EU-Präferenzen und -Exportaktionen könnten zu einer größeren Diversifikation des österreichischen Außenhandels beitragen. Österreich ist in der EU auf den Export von Industriewaren ohne Maschinen spezialisiert (Exportanteil 3,1%, alle Waren 2,8%).
