Ostöffnung und Osterweiterung der EU. Ökonomische Auswirkungen auf Österreich

Abstract

Mit der Simulation des WIFO-Makromodells können die Auswirkungen handelspolitischer Veränderungen – der Ostöffnung einerseits und einer Osterweiterung der EU andererseits – für die österreichische Wirtschaft geschätzt werden: Die Ostöffnung hat zwar den Wettbewerbsdruck in einigen Sektoren erheblich verschärft, brachte aber der österreichischen Wirtschaft insgesamt aufgrund zusätzlicher Exportmöglichkeiten Vorteile. Die vorgesehene Osterweiterung der EU würde Handels- und Wachstumsimpulse setzten, aber wegen des niedrigen Entwicklungsniveaus der Oststaaten hohe Kosten im Rahmen der Gemeinsamen Agrarpolitik und der Strukturpolitik verursachen. Im Falle eines EU-Beitritts der vier Nachbarstaaten Slowakei, Slowenien, Tschechien und Ungarn würde in Österreich der Wachstumsvorteil den Kostennachteil langfristig überwiegen.
