Fiskalwirkungen einer Anhebung des Mindestalters für eine vorzeitige Alterspension. Am Beispiel der Pensionszugangskohorte 1994

Abstract

Von einer Erhöhung des Mindestalters für eine vorzeitige Alterspension um zwei Jahre wird eine spürbare Entlastung der öffentlichen Haushalte erwartet. Bei der Ermittlung der direkten Fiskalwirkungen muß jedoch zwischen kurzfristig wirksamen und langfristigen Effekten unterschieden werden. Die kurzfristige Ersparnis ist umso höher, je stärker es gelingt, ältere Arbeitskräfte in den Arbeitsmarkt zu integrieren. Längerfristig resultieren für die restliche Lebenszeit der Betroffenen aus dem späteren Pensionsantritt relativ höhere laufende Pensionen (bei gegebenen gesetzlichen Regelungen). Für die Pensionskohorte 1994 etwa würde der Barwert der Ersparnis für die öffentlichen Haushalte insgesamt rund 3¼ Mrd. S betragen, wenn 40% der Betroffenen arbeitslos sind.
