Die Bewertung von Bundesanleihen bei der Emission

Abstract

Ein wichtiger Schritt zur Qualitätsverbesserung des österreichischen Rentenmarktes war das seit Februar 1991 umfassend neugestaltete Emissionsverfahren von Bundesanleihen in Form eines Tenders. Ein Vergleich der Emissionskurse mit theoretischen Preisen, die aus dem Sekundärmarkt abgeleitet wurden, zeigt jedoch für einige Emissionen nicht marktkonforme Preise. Seit September 1993 ist der Emissionskurs deutlich höher als der theoretische ("faire") Kurs. Eine wesentliche Ursache für die teilweise beträchtlichen Abweichungen dürfte in der mangelnden Funktionstüchtigkeit bzw. Liquidität des Sekundärmarktes liegen, auf dem Investitionen in größere Volumina schwer durchzuführen sind. Auch werden Fehlbewertungen von Anleihen auf dem Sekundärmarkt von den Marktteilnehmern offenbar nicht oder nur langsam erkannt bzw. Arbitragemöglichkeiten nicht genutzt.
