Stabilisierung und Rezession. Die Wirtschaft der früheren RGW-Länder und Jugoslawiens 1990/91

Abstract

1990 ging die Wirtschaftsaktivität in den Oststaaten, vor allem im Staatssektor deutlich zurück. In jenen Ländern, die bereits im vergangenen Jahr den Übergang zur Marktwirtschaft eingeleitet hatten (Polen, Ostdeutschland, Ungarn, zum Teil aber auch die CSFR und Jugoslawien), löste vorwiegend das Nachlassen der Inlandsnachfrage infolge staatlicher Stabilisierungspolitik die Rezession aus. Dieser Effekt wird auch heuer anhalten und die Wirtschaft weiter beeinträchtigen. In den anderen Ländern (UdSSR, Bulgarien und Rumänien) spielten wachsende Probleme in der Rohstoff- und Energieversorgung die entscheidende Rolle. Auch hier wird 1991 eine weitere Rezession mit hoher Arbeitslosigkeit erwartet, nun aber aufgrund des Übergangs zur Marktwirtschaft. Die gesamte Region wird 1991 unter dem Zusammenbruch des Intra-RGW-Handels sowie unter externen Finanzierungsengpässen leiden.
