Die Lohnstückkosten als Kennzahl der Wettbewerbsfähigkeit. Methodische Bemerkungen

Abstract

Nach dem Konzept der produktivitätsorientierten Lohnpolitik sollen sich die Löhne nach der langfristigen Entwicklung der Arbeitsproduktivität richten. Dann bleiben die Arbeitskosten je Produktionseinheit unverändert. Dieses Konzept gilt jedoch nur für eine Volkswirtschaft, die sich im Gleichgewicht befindet; es gilt nicht für Zeiträume, in denen bestehende Ungleichgewichte berichtigt werden. Die Entwicklung der Wirtschaft Großbritanniens und jene der Verstaatlichten Industrie Österreichs dienen hiefür als Beispiele. Die tatsächlich gemessene Arbeitsproduktivität ist keine von außen gegebene Größe, sondern wird über Substitutionsprozesse durch die Lohnentwicklung beeinflußt. Die Lohnpolitik kann daher nicht nach der Entwicklung der Produktivität, sondern muß nach den üblichen Eckdaten der Wirtschaftspolitik beurteilt werden.
