Abstract

L’union européenne ayant en grande partie renoncé aux modalités de régulation macroéconomiques, la responsabilité des ajustements consécutifs à la mondialisation incombe désormais aux économies nationales et plus encore aux espaces régionaux. En effet, depuis 2006, les institutions régionales et locales sont désormais chargées de mettre en application la stratégie de Lisbonne / Göteborg et les territoires figurent en première ligne dans la course à la compétitivité. Cette évolution du statut des régions en Europe révèle bien la conception actuellement très libérale de la construction européenne.
