Una reforma de precios en una economía centralmente planificada : el caso de la República Democrática Alemana en el período 1963-1967

Abstract

Una de las características distintivas de las pautas para el nuevo sistema económico de la República Democrática Alemana (RDA), promulgado en junio de 1963, consistió en un programa de delegación de decisiones de las autoridades centrales (Consejo de Ministros, Junta Central de Planificación, ministerios industriales) a las instancias intermedias de decisión (asociaciones industriales) y a las firmas. Esta delegación debía organizarse de tal modo que cumpliera con la máxima que el economista soviético Liberman había enunciado en octubre de 1962: "lo que es beneficioso para la sociedad debe ser beneficioso para cada firma. Y viceversa...". Para este efecto, la implantación del nuevo sistema económico contemplaba dos tipos de medidas principales: reformas de precios y reformas al sistema de incentivos para las firmas.
