Exceso de empleo en el sector transporte: el caso de Chile

Abstract

La experiencia chilena, en cuanto a la política de reducción de ocupaciones redundantes en el sector transporte, representa uno de los casos extremos en comparaciones internacionales. El estudio está enfocado en el sector ferroviario y las operaciones portuarias y en cada caso se examinan los factores que dieron auge al exceso de empleo y las políticas que se usaron para eliminarlos. Los esquemas son evaluados con diferentes criterios. En conclusión, los cálculos de costos y beneficios en términos de desembolso monetario y la productividad de los trabajadores despedidos sugiere que, dentro de un período corto de tiempo, los beneficios de los esquemas eran superiores a los costos. De todos modos, el impacto negativo de los trabajadores despedidos en EMPORCHI y EFE no fue minimizado: las compensaciones fueron modestas, el énfasis en entrenamiento fue casi nula y no habían muchas oportunidades de trabajo alternativo, dada la tasa de desempleo en esa época.
